The National Assembly of the Republic of Serbia has recently adopted Law on Amendments to the Law on Planning and Construction (Official Gazette of the Republic of Serbia No. 9/2020). The reasons for these amendments primarily relate necessity to comply with regulations of the European Union and to redefine certain norms for their application in practice.

Most important changes introduced by amendments refer to:

  • Definitions,
  • Drawing up Spatial and Urban Planning Documents regarding Responsible Planner and Responsible Urbanist,
  • Preparation of the Technical Documentation regarding Responsible Designer, Contractor and Responsible Contractor,
  • Licensing,
  • Tenants status and rights previously prescribed by the Article 140 of the Law on Housing and Building Maintenance.

The Law on Amendments to the Law on Planning and Construction will enter into force on February 12th 2020, except of the provisions of the Article 3 which will enter into force on June 1st 2020 and provisions of the Article 43 in part related to the Articles 162d, 162đ, 162e, 162ž, 162z, 162i, 162j, 162k and 162l which provisions will enter into force  after the Republic of Serbia joins the EU.
